PIGEON  DISTRICT  LIBRARY  POLICIES

Code of Conduct
The Board of Trustees of the Pigeon District Library has adopted the following code to foster a climate of respect, comfort, and welcome within the library for all library patrons and staff.

1. Parents are responsible for the safety or well-being of children left on Library property.  Children under 8 must be attended by a responsible adult.

2. Eating or drinking is prohibited, except in designated areas - Community Room or periodical section of Reference Room.

3. Appropriate attire, including shirts and shoes, must be worn at all times in the Library. 

4. Behavior which can be expected to disturb library staff or patrons is not tolerated.  Such behavior includes, but is not limited to:

        Disorderly conduct
        Loud or abusive language
        Radios, cell phones, CD/tape players or other electronic equipment used in a manner which disturbs other patrons.

5. Animals, other than those trained to assist disabled users, are not permitted in public areas of the Library.

6. Smoking or other uses of tobacco or tobacco products and alcoholic beverages are not allowed in the Library.

7. No solicitation within the Library buildings or on its grounds is permissible without the express consent of the Library director.

8. The library is not responsible for personal belongings left in or on library property.

9. Mutilation, misuse, or destruction of Library buildings, materials or equipment is prohibited.

10. All Library material or equipment being removed from the premises must be properly checked out.



Any patron who fails to comply with the above provisions of the Code of Conduct may be asked to leave the Library premises.  Continued non-compliance may result in the loss of Library privileges.  Behavior that is illegal or that threatens the health or safety of other patrons, staff or volunteers will be reported to the police.



Exhibits, Displays, Handouts, & Announcements Policy

The Pigeon District Library's bulletin boards and display racks are for the posting of information for community, cultural and education purposes.  Information to be posted needs to be left at the Circulation Desk and must be approved by the Library Director or Assistant Director.

        Types of materials that can be displayed in order of their priority:        
        1.  library services
        2.  city/county government service/program info
        3.  other government announcements
        4.  non-profit & local service club information
        5.  events of general community interest - dependant upon space availability


Types of materials that are not accepted for display:
        1.  commercial announcements
        2.  partisan political or religious material
        3.  personal announcements or greetings to an individual


The Pigeon District Library display cases, which are available for use by non-profit organizations, community groups, governmental agencies, or individuals, are to be used for exhibits of general public interest. 

        1. Persons wishing to display an exhibit must schedule the exhibit with the Library Director or Assistant Director.
        2.  Exhibits are displayed for one month unless otherwise approved.
        3.  Individual exhibitor is responsible for setting up and removing the display at the appropriate times.
        4. All exhibits and displays are offered to the Library on a voluntary, non-fee basis. 
        5.  Displays of a commercial nature are not accepted.        
        6.  The Pigeon District Library assumes no liability for damage, destruction, or theft to the items on display.
        7.  Displays must be acceptable for viewing by patrons and visitors of all ages.  Hence, no displays of nudity are allowed.




Interlibrary Loan (ILL) Policy
Pigeon District Library card holders, who are in good standing, may request interlibrary loan items from other libraries.  There is no fee for interlibrary loan items requested through Val-Cat (our on-line catalog) or through MeLCat (the statewide catalog).  A shipping/handling fee may be charged for interlibrary loan items that need to be requested through OCLC FirstSearch from libraries outside of Michigan.  Additional fees that may be charged by the lending library will be passed on to the borrower.  A late fee will be charged for any interlibrary loan item that is returned past the due date. A replacement fee will be assessed for any interlibrary loan item that is lost, damaged, or not returned.


Internet Access
The Pigeon District Library offers both wired and wireless connection to the Internet. 
Adult patrons wishing to access the Internet must first read and sign the Pigeon District Library's Internet Policy, which will be kept on file at the library.  Parents must sign for children who are under the age of eighteen.  Users must sign in at the Circulation Desk each time they wish to access the Internet through the library's connections.


Time is limited to one hour if someone is waiting for the computer.
Computer-generated copies of text and graphics are $.10 per page for black and $.25 for color.  Color copies of photographic images are $1.00 per page.


Internet Access Policy

The goal of participation in the Internet is to assist in the collaboration and exchange of information between and among individuals and between Pigeon District Library and other libraries and institutions.

This acceptable use policy applies to all users accessing the Internet at Pigeon District Library.

Patrons must have a Pigeon District Library card to use the computer and they must read and sign the Pigeon District Library's Acceptable Use Policy, which will be kept on file at the library.  Parents must sign for children who are under the age of eighteen.

Patron's library account must be free of overdues or fines.

Users must sign in at the Circulation Desk each time they wish to use the Public Access Internet Terminals.

Workstations are designed for not more than two people.

Patrons will limit use to one hour if someone else is waiting.  Shorter time limits may apply to Public #1, Public #2, and Public #20 computers.

Patrons shall not use the Internet in any way that violates federal or state laws and regulations regarding copyright, obscenity, child pornography, defamatory speech, or sexually explicit material that is harmful to minors.

Users may not participate in chatroom activity, instant messaging, interactive gaming, or peer-to-peer file sharing.

Users may not download software programs or files to any library computer, nor shall they attempt to delete, add to or modify the installed hardware and software.

Unaccompanied minors under the age of 18 must use Public #1, Public #2, or Public #20 computers which are filtered in compliance with Michigan Public Act 212.

Computers in the Computer Lab will be reserved for adults.  In accordance with Michigan Public Act 212, we may also require picture ID with birth date information for anyone wanting to use those Internet computers.

Personal computer users are expected to use the computer independently.  Staff may be able to answer questions and to assist on a very limited basis. 

The Pigeon District Library assumes no responsibility for all direct or indirect damages arising from the use of its connection to Internet services.  The library is not responsible for the accuracy of information found on the Internet.

Users must respect the privacy of other users.

Failure to use the computers in a responsible manner will result in loss of computer/Internet privileges.  First Offense:  Patron will be barred from any use of the library computers for two months, starting from the day of the offense.
Second Offense:  Patron will be barred from any use of the library computers for six months, starting from the day of the offense.
Third Offense:  The patron will lose computer/Internet privileges for a period of one year, starting from the day of the offense.

PIGEON DISTRICT LIBRARY
WIRELESS INTERNET ACCESS

The Pigeon District Library provides free wireless Internet access to library users equipped with their own portable computing devices. Compliance with the Library's Internet Access Policy, which prohibits abusive or illegal activity while using the Library's Internet service, is required. The Library reserves the right to terminate any wireless network connection in accordance with federal and state law and with Library policy.

Requirements:

You will need a notebook/laptop computer or other wireless device with 802.11b or 802.11g wireless networking and a WiFi compatible network card.

You will need Microsoft Internet Explorer, Mozilla Firefox, Netscape Navigator, or any other web browser.

ompatible headphones if you plan to use audio files
- Be prepared to use battery power.  Do not plug into an outlet where you block aisles, exits or access to materials.   

Network Access and Security:
- Patrons and visitors wishing to access the Internet are required to stop at the Circulation Desk to sign-in and have a staff member type in a password. 
- Wireless Internet access is available in the Computer Lab, the Reference Room, the Fiction Room, and the main Circulation area of the library.  If you have trouble accessing the Internet or staying online, please move to a different location within the library. 
- Information going from your laptop or PDA to the wireless access point is WPA encrypted.   

Limitations and Disclaimers: 
- Printing is not available via the wireless connection. Work must be saved to a floppy disk, CD, flash drive or email files and then printed via a wired library station.
- No guarantee can be made that you will be able to make a wireless connection, but library staff will provide help with determining if there is a signal present.
- Signal strength varies in the library and will be strongest in the Reference Room and the Computer Lab.
- The wireless internet access we offer is unfiltered.
